When you log in to Oracle Enterprise Manager for the first time, it should be as SYSTEM or SYS user. When you log in as either SYSTEM or SYS user for the first time, your first action should be to set up the site as a master site. See Setting Up Master Sites for instructions.
When you setup a site as a master site, Oracle Enterprise Manager creates a new user with the privileges necessary to administer a replication environment, or grants these required privileges to an existing user. The new or existing user then becomes the replication administrator for the Oracle server, and you generally should log in as this user when you use Oracle Enterprise Manager in the future. Typically, the user name of this user is REPADMIN

After you set up the site as a master site, log out of Oracle Enterprise Manager and then log back in as the replication administrator.
