Lists the names, addresses and domains of all Oracle Names servers in one or more foreign regions. Enables the Oracle Names server to know about other regions' Oracle Names servers. This includes at least the root region for all the Oracle Names servers who are not in the root region. Other regions can be provided as optimization requires.
